Abstract
Since the passage of the Higher Education Act (HEA) of 1965, America’s colleges and universities have struggled to increase the affordability of a college degree. The HEA policy established the creation of need-based grants, work-study opportunities, and federal student loans, helping the poorest Americans pay for college.
